Vengeance launcher how does it work

I have gone onwhere with the V-launcher. I have a hard time killing anyone with the thing at all. It is my understanding that I should be able to. I would really like to run with a melta gun and either a stalker bolter or a lascannon for long range. I get how to use the vengeance launcher but this strikes me as a better option.
